Drivers are able to park without charge at Brunel North, Whalebridge and Fleming Way car parks, where payment machines or barriers are out of service and parking charges are not being enforced.
The situation has created an unexpected opportunity for residents to visit the town centre without worrying about parking costs, whether for shopping, cafés, appointments or leisure.
Swindon Borough Council has publicly confirmed free parking at one site. In its weekly newsletter, the council said Brunel West town centre car park is being converted to a Pay by Phone only facility.
It stated: “While this change is made, the car park is still available to use at no charge until the Pay by Phone service goes live.”
From Monday 26 January, payment will be required via the Pay by Phone app once the system becomes active.
At the same time, drivers are also experiencing free parking at Whalebridge and Fleming Way, where faults or ongoing works mean charging systems are not currently operating.
Parking costs are frequently cited by residents as a reason for avoiding the town centre, and the temporary removal of charges has made it easier for people to make spontaneous or longer visits.
Cllr Marina Strinkovsky said the pause in charges comes at a moment of visible change in the town centre:
“After a long period when the town centre wasn’t getting the focus it needed, we are seeing some green shoots with the number of empty shops falling, investment in the Fleet & Bridge Street area, developer interest in Regent Circus and of course the reopening of Fleming Way.
“This pause in parking charges offers residents an opportunity to visit the town centre and see for themselves the progress that is being made. Though we’re nowhere near where we want to be, our commitment to a revived and thriving centre means we’ll keep working towards the Heart of Swindon Vision until it’s realised.”
The period of free parking also comes as the council continues a wider review of parking charges, with a new pricing structure expected to be proposed in the coming months. Details of any changes have not yet been published.
For town centre businesses, even a limited spell of free parking can help encourage footfall and support local trade.
The arrangement is expected to be temporary, with normal charges returning once systems are repaired or new payment methods go live.
For now, shoppers have a rare chance to park for free in the heart of Swindon and rediscover what the town centre has to offer.
